Immutable audit trail
An immutable audit trail is a record of every action that cannot be quietly changed or deleted. Each entry is signed and linked to the one before it, so anyone can check that the history is complete and see who did what and when.
"Immutable" means unchangeable after the fact. An ordinary log can be edited by anyone with access to the file; an immutable trail is built so that altering one entry breaks its link to every entry after it, which makes tampering visible instead of silent.
For a tribal government this is the difference between notes about what happened and proof of what happened. An enrollment decision, a court order, or a payment carries its own evidence: who acted, what changed, and when.
It also changes audits. Instead of reconstructing a year of activity from folders and memory, the record was audit-ready the moment it was made.
