Generated from the record, not retyped from it
When a document is typed by hand from a record, two things exist that can disagree: the record and the document. Reconciling them becomes somebody's job, usually at the worst possible moment.
Generating the document from the record removes the gap. The notice, the decision, and the filed copy are expressions of the same underlying facts. If the record is right, the document is right, and if the record changes, the document that follows reflects it.
- One source. The document is produced from the record, so the two cannot quietly disagree.
- The same output every time. The formatting, the ordering, and the language do not drift between one clerk and the next.
- The document families your office actually issues. Notices, decisions, orders, certificates, letters, reports, agreements, and forms.
- Signed as it is produced, and bound to the record that produced it.
- What you see is what files. The screen and the paper are the same document.
Reproducible, years later, byte for byte
This is the property that matters when a document is challenged. Regenerate a document from the sealed record years after it was issued and you get the identical document, down to the last byte, with the identical signature.
Ordinary document software cannot make this promise, because it stamps the moment of printing into the file. Strip that out, and the document becomes a function of the record alone. It stops being a snapshot of what was on someone's screen and becomes something that can be produced again, and checked, by anyone holding the record.

- Is this an electronic signature system?
- It is stronger and simpler than that. The system signs the document itself, cryptographically, and binds it to the record that produced it, so anyone can confirm the document is exactly what was issued and has not been altered since.
- Can we keep our own letterhead and format?
- Yes. The documents are produced to look like your government's documents, because they are your government's documents.
- What if a document needs correcting after it is issued?
- You issue a correction, and both the original and the correction stay on the record, attributed and dated. Nothing is quietly replaced.
